Retail plan at Beacon Business Park withdrawn before decision

A planning application for two retail units at Beacon Business Park on Weston Road in Stafford has been withdrawn before it reached a formal decision notice.

The scheme, listed as 25/40768/FUL, was for proposed retail units (sui generis and Class E use) on part of Plot R24, next to the recently built KFC drive thru. Council records show the application was received in June 2025, validated in August 2025, and later marked as a withdrawn application with the decision date recorded as 9 March 2026. The agent also sent an email saying they wished to withdraw the application “immediately”.

What was being planned

The proposal was for two single storey retail units, each with a floorspace of 168 square metres, giving a combined total of 336 square metres. Planning papers say the site was part of land already owned by Beacon Business Park Ltd, and that one of the units had interest from Greggs. The application documents said the aim was to complete the frontage alongside the existing Costa Coffee and KFC developments.

The plans showed 26 parking spaces, including electric charging bays, disabled spaces, cycle parking and a shared delivery bay. The site itself was described as vacant bare land on the edge of the business park.


Why it may have struggled

There is nothing in the withdrawal email that gives a reason, so it would be wrong to say for certain why the application was pulled. However, one of the most important consultation responses did point to a serious parking problem.


A report from Staffordshire County Council as highway authority gave the application a recommendation of refusal. It said that because the scheme was seeking sui generis and Class E use, it could potentially be used as restaurants or hot food takeaway units. On that basis, the highway report said the site would need at least 67 parking spaces, but only 26 were proposed. That left a shortfall of 41 spaces. The same report also said the development appeared to remove some bays shown on the approved KFC plans, and concluded that the application failed to make adequate parking provision, increasing the risk of vehicles parking on the public highway.


So while the application was not formally refused, there was already a clear warning from highways that the parking offer was likely to be a major issue.



Other feedback on the plans

Not every consultee objected. A police design officer said there were no objections in principle, though extra security measures, lighting details and cycle parking were recommended.


NatureSpace also said it was satisfied the proposal was unlikely to affect great crested newts or their habitats.


Planning documents also argued the site was in a sustainable location, pointing to walking and cycling links, nearby bus stops on Weston Road, and services including the 841, 828 and 11 routes within reach of the site.


The wider picture at Plot R24

Plot R24 has already seen change in recent years. The documents say this part of Beacon Business Park is already home to the KFC drive through, while the new proposal was intended to expand the roadside food and retail offer further.


The design statement argued there had been no demand for B8 employment use on this part of the site after active marketing, and said the retail proposal would build on the success of Costa and KFC.


For now though, those plans have been taken off the table.


What happens next

At this stage, the application has been withdrawn rather than refused, which means there is no final planning judgment on the full scheme itself. But the highways response suggests that if the site does come back with a similar proposal, parking and site layout are likely to be key issues to solve first.
